I don't have a data plan with ATT and just bought a new Nexus One. Can I only use WiFi? and not be charged for using the internet through my ATT service?

There is no locked version, it is sold unlocked.
This means that if your carrier has a SIM card that you can take out, you can just pop it in. However, this phone will cost you over $500 if you do it that way. The cheapest option is to get a contract with T-Mobile, the phone is $179 and I am not sure about a 2-year agreement.
